ABSTRACT
Development cooperation policy, commonly known as development policy, is a key
area of the activity of the European Union and its member states. The Lisbon Treaty
qualified it as an EU external action through which the Union aims to strengthen
cooperation in all areas of international relations. A shared competence, the EU’s
development policy has special features which are the main focus of the article.
They are examined on three levels: organization, conceptualization, and motivation.
